2027-2031 State Plan Development
The California State Council on Developmental Disabilities (SCDD) is an independent, federally funded state agency. We work to ensure people with intellectual and developmental disabilities (I/DD) and their families have the support they need to thrive. Our mission is to promote independence, full community inclusion, and equal access through advocacy and policy change.
Every five years, SCDD creates a State Plan, that guides our work across California.
This plan focuses on three key goals:
- Self-Advocacy
- Systems Change
- Capacity-Building
The plan helps us decide how to use our time, partnerships, and resources to better support the I/DD community.
We’re creating the 2027–2031 State Plan—and we want to hear from you.
