How are new specialized community programs or services started when people need more community-based options?

SCDD Description

Start-Up Funding supports the development of new specialized resources through the Community Placement Plan and Community Resource Development Plan process. These funds help create residential, day, crisis, mental health, and other specialized community services for individuals transitioning from restrictive settings or needing community-based supports.

 DDS Description

Community Placement Plan (CPP) and Community Resource Development Plan (CRDP) start-up funds in California, managed by the Department of Developmental Services (DDS), are used to establish new, specialized resources for individuals transitioning from restrictive settings (like state-operated facilities) to community living. These funds support the creation of residential, day, and specialized services, including mental health and crisis services.

 Example

A regional center identifies a need for a new specialized home or crisis support resource so people can live safely in the community instead of a restrictive setting. Start-up funds help develop that new service.
