I am using participant-directed services and need an FMS, who can pay my services and/or workers?

SCDD Description

When you are the employer who interviews, hires, supervises and terminates staff under Participant-Directed Services, the Financial Management Service (FMS/EA) acts as your financial agent and processes payroll and tax withholding.

DDS Description

A participant will be the direct employer of those providing services. The FMS providing services in this model assists the participant to abide by all applicable employment laws, verifies provider qualifications and processes payroll. The participant is required to obtain any necessary insurances related to employment (i.e., worker’s compensation).

Example

You interview and hire the staff you want to help you learn independent living skills. You supervise them and purchases the necessary insurance. The FMS/EA will process payroll and withholding taxes.
